Annual base salary: $90,000–$95,000, commensurate with relevant experience.

Schedule: Three days on-site at assigned CCA/affiliate locations and two days remote per week.

Put your HR expertise to work where people and purpose meet.

Connect Community Access (CCA) is seeking an experienced, hands-on Human Resources Manager to strengthen employee support, equip managers, and lead reliable HR and corporate-compliance practices across our affiliated organizations. This is an opportunity for a seasoned generalist who enjoys both solving day-to-day challenges and building better ways of working.

CCA connects individuals and families with programs across workforce development, life skills, housing-related services, and community-based care. In this role, you will support the people behind that work, serving CCA, All Hours Adult Care, Legacy Foundation Corporation, California Room and Board Coalition, CARING CONNECTIONS TRANSPORTATION SERVICES (CCTS), and current and future affiliated organizations, including nonprofit and for-profit entities.

You will report to the COO, supervise one to two HR Analysts/support employees as authorized, and work with agency leaders, Finance, Payroll, IT, outside counsel, and designated HR consultants on approved assignments. Bring sound judgment, a service-oriented approach, and the ability to follow through in a fast-paced environment with changing priorities.

What you will lead

  • Employee and labor relations: Guide managers, address workplace concerns, conduct impartial investigations, and support applicable collective bargaining and grievance processes.
  • The employee lifecycle: Lead recruitment, onboarding, performance processes, leaves and accommodations, benefits coordination, and employee transitions.
  • HR compliance and reliable systems: Maintain policies, accurate HRIS and personnel records, compensation practices, and coordinated payroll/benefits handoffs.
  • Corporate compliance across all affiliates: Supervise compliance calendars, corporate records, filings and renewals, audit documentation, and corrective-action follow-through.
  • CARING CONNECTIONS TRANSPORTATION SERVICES (CCTS) records continuity: Supervise and maintain records until departmental personnel are hired, then coordinate a documented transfer to the agency’s operating manager.
  • Team development and better service: Coach HR support staff, strengthen manager resources, and use clear reporting to improve HR delivery and compliance oversight.

What you will bring

  • Broad HR experience: At least seven years of progressively responsible HR work, including three years applying California employment requirements and two years leading HR work or supervising/developing HR staff.
  • Education or equivalent preparation: A bachelor’s degree in HR, business, public administration, or a related field, or an equivalent combination of relevant education, training, and professional HR experience.
  • Hands-on generalist capability: Experience across employee relations, recruitment, compensation, benefits, payroll coordination, leaves, accommodations, policies, records, and performance management.
  • Labor relations and investigations: Collective bargaining agreement interpretation/administration and grievance handling or bargaining preparation/support, together with documented investigation training and practical competence.
  • Multi-site or multi-entity experience: Familiarity with compliance calendars, corporate records, audits, corrective-action tracking, confidentiality, and cross-functional coordination.
  • Professional judgment and communication: Strong coaching, writing, analysis, organization, discretion, and follow-through, with proficiency in HRIS, electronic records, spreadsheets, and collaboration tools.

Required qualifications

  • At least seven years of progressively responsible, broad-based HR experience, including at least three years applying California employment requirements and at least two years leading HR work or supervising/developing HR staff.
  • Bachelor's degree in human resources, business, public administration, or a related field, or an equivalent combination of relevant education, training, and professional HR experience. Equivalency does not waive the California experience requirement.
  • Hands-on capability across employee relations, recruitment, compensation, benefits, payroll coordination, protected leaves, accommodations, investigations, policies, records, and performance management; experience supporting multiple sites or entities and overseeing compliance calendars, corporate records, audits, and corrective actions.
  • Labor-relations experience including collective bargaining agreement interpretation/administration and grievance handling or bargaining preparation/support; demonstrated ability to recognize protected-rights concerns and work within approved authority.
  • Documented training and practical competence in impartial workplace investigations, evidence assessment, fact-based reporting, conflict screening, and appropriate escalation.
  • Strong communication, manager coaching, analytical judgment, discretion, project follow-through, and prioritization skills. Proficiency in HRIS, electronic records, spreadsheets, and office/collaboration applications.

Desired qualifications

SHRM-CP or SHRM-SCP certification is preferred—not required.

  • Experience working in nonprofit organizations.
  • Experience working with neurodivergent individuals and diverse populations, including people with disabilities and individuals who are blind, deaf, or hard of hearing.
  • Experience managing personnel involved in transportation operations and logistics.

Experience in community-based health, adult care, disability services, housing, workforce development, or other human services is welcome. Additional preferred experience includes for-profit operations, direct collective bargaining, HRIS improvements, benefits reconciliation, payroll audits, and hybrid-team supervision.

Why this opportunity matters

Use the full breadth of your HR experience. Help employees navigate important workplace matters, give managers practical tools, develop a small HR team, and create consistent systems across multiple organizations. Your work will connect everyday HR service with stronger organizational practices and meaningful community work.

Compensation, schedule and performance review

The annual base-salary range is $90,000–$95,000, commensurate with relevant experience and qualifications and consistent with internal equity. The standard hybrid schedule is three days on-site and two days remote per week, coordinated with the COO. This is not a fully remote position; travel to assigned locations and occasional schedule adjustments may be needed.

A documented performance-based review after six months will assess agreed deliverables in HR services, corporate compliance, records management, team leadership, and reporting. Any salary adjustment depends on demonstrated results, available funding, internal equity, and required approvals; an increase is not automatic or guaranteed.
